Burlingame Public Records Inventory

Burlingame records are split across city, county, court, and state channels. The California Public Records Act opens many local and state agency records, but it does not turn every record into an online name search. Courts use judicial access rules and court fee schedules. Vital records, voter records, police reports, building plans, sealed cases, juvenile matters, DMV data, and protected addresses have separate limits.

For records that identify a person, the access rule often follows the record type. A deed index is public, but a web image may be withheld. A court index may be public, but the full file may require a copy request. A voter file may exist, but California says it is not public data.

San Mateo Records System

Burlingame is a city inside San Mateo County, so the county system carries much of the records workload. The San Mateo County Assessor-County Clerk-Recorder & Elections office at 555 County Center in Redwood City holds recorder, clerk, assessor, and elections functions. That one county agency connects deeds, liens, maps, marriage records, vital-record copy channels, fictitious business names, assessment records, and voter-related records.

County administrative records live elsewhere. San Mateo County's broader request form is a department-record route, not the court copy process and not a replacement for the recorder's copy application. GIS and parcel documents may appear under SMCGov or county GIS pages rather than the ACRE domain. This split matters because a request sent to the wrong custodian can be delayed or redirected.

RecorderWorks Public Index Limits

RecorderWorks is the core land-record index for Burlingame. It searches recorded property documents from 1985 to the present by name, document number, document type, map, recording date, and book/page. The county states that documents are public records and can be viewed free or copied for a fee at the Clerk-Recorder's office, but the online database does not include document images.

The search form is detailed enough to distinguish roles and document types. A deed, quitclaim deed, deed of trust, reconveyance, notice of default, notice of trustee's sale, trustee's deed, lis pendens, homestead declaration, power of attorney, or transfer-on-death deed can all place a person or entity in a property chain. Older records before the online coverage point need office, book/page, or other older-index work.

Burlingame Public Records Offices

Records access is cleaner when the custodian is named at the start. The City Clerk handles Burlingame city records and the city archive. The County Clerk-Recorder handles recorded documents, county vital copies, marriage licenses, FBN statements, and related clerk functions. The assessor and tax collector handle parcel, assessment, and tax records. The court handles court files.

MIDX Court Records for Burlingame

MIDX is the public San Mateo Superior Court index for appeals, civil, criminal, family law, probate, and small claims. It searches by case number, person, business, or filing date. The court states that MIDX is index-only and does not link directly to Odyssey Portal, which holds additional case information. That means a MIDX hit is a lead, not the full case file.

San Mateo court pages say MIDX index information generally includes case number, party type, case name, case file date, and source of index information. Criminal cases filed before 1993 require contacting the Criminal Court Clerk's Office. Copy-by-mail fees include $0.50 per side, $40 for many certifications, $15 for searches longer than 10 minutes, and $10 for off-site files.

Burlingame City Records Requests

Burlingame city records start with the City Clerk and the city's records page. The city offers two routes: submitting a request and browsing archived material. The archive route includes agendas, minutes, resolutions, and ordinances. The City Clerk page says the office preserves city records, records City Council actions, conducts City Council elections, and supports city legal obligations.

City records can name people through elected office, board or commission service, public comments, contracts, permit correspondence, police-report request channels, and business-license material. Burlingame also uses eTRAKiT for building permit applications and search, and its permit pages route building, planning, finance, police, park, public works, encroachment, subdivision, and wastewater permit topics.

Request Burlingame Public Records

The California Public Records Act, Cal. Gov. Code § 7920.000 et seq., governs many state and local agency records. Agencies generally must determine within 10 calendar days whether disclosable records exist and may extend that time by 14 days for unusual circumstances. Fees are generally direct duplication costs unless another statute sets a special charge.

1. Identify the custodian: city, county department, recorder, court, assessor, elections, health, or state agency.
2. Search the official index first, such as RecorderWorks, MIDX, the property tax lookup, eTRAKiT, or the city archive.
3. State the record type, names, date range, address, parcel, document number, case number, or permit number you already have.
4. Choose the right copy process: CPRA form, recorder copy order, court mail request, vital-record application, or department contact.
5. Pay only the applicable copy, certification, search, or statutory fee the custodian identifies.

Use this channel for county administrative records, not for court copies or vital certificates that have their own application process.

Vital Records Copy Rules

Birth, death, marriage, and divorce records do not all sit in one Burlingame portal. San Mateo County Clerk-Recorder issues county birth, death, and marriage certificates, while San Mateo County Health handles death registration workflow and CDPH maintains statewide vital records. Divorce records route to San Mateo Superior Court, because the County Clerk-Recorder does not maintain divorce records.

California Health & Safety Code §§ 103525, 103526, 103526.5, and 103650 frame authorized and informational certified copies. Authorized copies require eligibility and a sworn statement for many mail requests. Informational copies are not valid to establish identity. CDPH fees increased January 1, 2026 under AB 64, and county/state pages say the fee may be retained as a search fee if no record is found.

Use the certificate type carefully, since an informational copy cannot stand in for an authorized identity document.

Property and GIS Records

San Mateo County property records are useful open records, but the confirmed web route is address and parcel based. The assessor page describes the assessment roll as a listing of assessed property with parcel/account numbers and assessed values. The property tax lookup route lets users find secured tax information by address or parcel number. GIS and Property Maps provide parcel, assessor map, subdivision map, and recorded map access.

For Burlingame, property records work as a bridge. Start with the parcel, map, or tax record, then use RecorderWorks to trace recorded deeds and other documents. If the public web interface does not show an owner-name field, use the assessor counter or request route rather than claiming an owner-name search exists.

Closed Burlingame Records

Some records are closed, restricted, or partly redacted even when they relate to a public agency. The research file flags sealed cases, juvenile matters, adoption files, certain family and mental-health filings, protected-victim details, DMV data under the Driver's Privacy Protection Act, active police investigative records, and building plans where state law limits duplication. RecorderWorks images are not posted online for privacy reasons.

Voter records have their own strict boundary. California voter registration information is not public data. Elections Code § 2194 and Government Code § 7924.000 protect affidavit data, signatures, identification numbers, and protected-voter information. Safe at Home can substitute protected addresses in government records. A missing address may be lawful confidentiality, not a bad search.

Current Fee and Portal Notes

Fee details change, so official pages should be checked before ordering. The research file captured several useful current markers: San Mateo Recorder copy fees list regular recorded copies at $5 for the first page and $1 for each additional page; court copy-by-mail fees include page, certification, search, and off-site file charges; CDPH vital-record fees increased January 1, 2026; and the county recording-fee page noted a Real Estate Fraud Prosecution Fee increase effective January 21, 2025.

Portal coverage also has limits. RecorderWorks is 1985-present online for recorded documents. MIDX is online but index-only. The county GIS page says the Property Information Portal was recently upgraded to streamline property, tax assessment, and parcel-document access. Treat online tools as triage, then use the correct custodian for copies, certifications, and older material.
